専門家は、テロ対策及び過激派対策の法律、政策、実践の広範な誤用について報告書で示された注意を歓迎した。
専門家は、この評価と連動する国連の両人権機構が次のように示していることに特に懸念を抱いている。 「中国の政策と慣行は、宗教または信仰の自由の権利、女性のリプロダクティブ・ライツを含む家庭生活の権利、意見と表現の自由、平和的に集会し結社する権利、プライバシーに対する権利、文化的生活に対する権利の合法的行使を制限してきた。恣意的な拘束、強制労働、生存権の侵害、拷問、非人道的な扱い、強制的な失踪から自由に生きる権利、及び宗教的少数民族が独自の文化を楽しみ、独自の宗教を公言し実践し、独自の言語を使用する権利を有すること。」
専門家は、「国連人権事務所が行ったすべての勧告を支持し、これらの勧告の実施を促進するための支援を提供する」と述べた。彼らは、政府に任務保持者を招待するよう呼びかけ、国別訪問を実施し、政府に技術支援とサポートを提供することを確認した。」
専門家たちはまた、2020年6月の共同声明でなされた勧告を繰り返し、人権理事会に対し、特に懸念される重要な問題、特に恣意的な拘束、強制失踪、移動、プライバシー、信仰の自由、表現の自由の制限が、国家の安全を理由に国内の他の地域で発生しているからこそ、中国における人権問題をより幅広く扱う特別会合を開催するよう促した。人権理事会は、中国の人権状況を綿密に監視、分析し、毎年報告するための特別手続き任務、または専門家パネルの創設を早急に検討すべきであり、総会または事務総長は、特使の創設を検討すべきである。

The Special Rapporteurs, Independent Experts and Working Groups are part of what is known as the Special Procedures of the Human Rights Council. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council’s independent fact-finding and monitoring mechanisms that address either specific country situations or thematic issues in all parts of the world. Special Procedures’ experts work on a voluntary basis; they are not UN staff and do not receive a salary for their work. They are independent from any government or organization and serve in their individual capacity.
